A cartel is a group of countries formed to regulate production, pricing and marketing of the products of the members.

The fee is the amount of production that the law allows.

The poster is the organization. The fee is the amount allowed. Imagine a group of teachers as a cartel. They are giving scientists agree on the amount of homework, which the quota.
